In order to protect the public health and safety, Sidney Village Council has passed regulations regarding the construction, installation and location of private swimming pools. The purpose of these regulations is to prevent pool owners from creating pools which present hazards to public health as well as promote sanitary conditions in their backyards.
Construction Regulations for Private Swimming Pools
Every private swimming pool constructed and maintained within the City must meet the regulations outlined herein, along with obtaining a building permit before starting construction; permit fees vary – $50 for main swimming pool construction and $25 per additional accessory structures.
Swimming pool water must be managed for health and safety, free from harmful substances except where added for erosion control or plant growth promotion. A pool should be secured by at least five feet high fence or enclosure strong enough to keep out children, animals, and debris while being easy to clean and disinfect; its bottom must also be smooth and durable with smooth levels and walls for ease of emptying and cleaning. Providing adequate dispersion of water and easy emptying/cleaning capability are among the many features required of an ideal swimming environment.
